I'm guessing your talking about the Indian film about harassment. Now, it would appear you see that as normal male behavior. The vast majority of people, male and female alike, do not. They recognize it is not the kind of thing that men do when they are interested in women. For one reason, it doesn't work. It's not intended to show appreciation for a woman. It's intended to intimidate and exert control over public space.

Now the authors of the article in which that film occurred referred to the phenomenon as the male gaze. One person in particular took vocal exception to that. I pointed out that male gaze was more polite than saying creepy perv.

Now the majority of men are not creepy or pervs, and they manage to find partners just fine, whereas the ones who are creepy pervs do not tend to. I'm not sure why you are confused about the distinction between predatory behavior and meeting and getting to know a woman.

The other point is that it is now 2013. It is not your "job" to hit on women or even to make the first move all the time. If you actually treat women like human beings whom you are interested in getting to know, you will likely find that a mutual attraction emerges and it won't seem nearly so much like a "job" to you to find a woman to date.
