3. Why can't I just use bleach? I realize bleach is not healthy and I try hard not to use it but I will here

Besides it is a small area because most of the tiles have not been taken off.

And I think spraying on an adhesive would also take care of the problem. If the mold, (if that is what it is) can't move it can't get into the air.
