actually resulted from Thornburg v Gingles. That dates to 1986, a couple of decades after the VRA was first passed.

SCOTUS struck down that as the governing precedent, but other court rulings prior to Thornburg had been leading in that direction. It's not like the current practice current until this ruling was part and parcel of the 1965 statute.
