But am surprised that they weren't classified as "WG", so there's that! I had some coworkers in my agency who did certain administrative/custodian work and found that a WG category salary was coming in higher than the GS. One of our long-time secretaries who eventually retired after 40 years (and that was like more than 20 years ago), was a GS-2 when she retired.

I expect it's the "college credits" thing that makes a difference for starting anywhere above a GS-5.

I know when I first started as a fed (Chemist GS-1320 series) back in the '80s, I came in as a GS-5. Years later, that series had a starting of GS-7.
