letting the states implement their controls as a laboratory and compare findings with other labs to establish standards. The faster a smaller institution, state, gets at it, the faster we will see discussion on best recommendations. Ultimately, we have to have the automobile able to gas up anywhere, but we need to find the best system. Letting the AI groups go wild is scary, at best.
