5. Unintended consequences

Women are more at risk of domestic violence while pregnant. Although it says the woman has to request the state to get involved, what pressures will she face as the state cuts health care access? And who will chase these deadbeat dads and set up the financial arrangements? Will they hire more case managers and create some enforcement? Of course fathers should be responsible but the state has a lousy record when they get involved in personal affairs.
