14. Dumb question maybe, but even after reading the article, I don't really understand why

they couldn't still hold it, even without that participation? It's a separate group from the military, isn't it? Maybe just ask for Veterans, politicians, and even just regular folks to help put it on? I understand the honor guards and speeches from leaders are a huge part of the usual show, but does it really have to be done in it's "customary form"? Could they still do something, even if it was a lot smaller? I mean, it didn't come across to me that they were told they could not do it at all, so wondered if maybe they just needed to think outside the box to work around the loss of those who refused to participate so as to keep the 28 year tradition alive? Did my old eyes and brain miss something obvious in the article?
