According to Business Insider, who was covering a Virginia House race, he had several "issues"....
He thinks California has been taken over by witches. (what is it with Virginia House Candidates and Witches?) All West Coast bases have been corrupted by dark powers, especially the highly respected Naval War College at Monterey.
He claims to have been "blown up" in the line of duty .
He said "I'm African American also, because I spent time in Africa as a child..."
He is also very, very Evangelical.

I would defer to those from Virginia as to whether or not the Insider got their facts right, but just having prior military service, even as an officer, does not automatically grant that individual fitness to hold any sort of office or ability to do that job well... (See - Vance, Rumsfeld, Gabbard, Ernst...)

I would not at all be surprised if Phelen was canned for the Undersecretary of the Navy, because he (Phelen) didn't show proper attention at Kegsbreath's daily Prayer Breakfasts.
