Against that, Phelan, a private equity hack, got more votes in his confirmation than Cao (who had also stood as a Republican candidate), so Cao must be a major asshole.

I would defer to those from Virginia as to whether or not the Insider got their facts right, but just having prior military service, even as an officer, does not automatically grant that individual fitness to hold any sort of office or ability to do that job well... (See - Vance, Rumsfeld, Gabbard, Ernst...)
I would not at all be surprised if Phelen was canned for the Undersecretary of the Navy, because he (Phelen) didn't show proper attention at Kegsbreath's daily Prayer Breakfasts.
