They - the GOP, the Project 2025 backers and the Tech Bros have all been dancing around.actuslly saying "cleaning up the risk pool" since the ACA started looking like it was going to become a reality.
The whole reason why the ACA was forced through was that health insurance was already making health care so limited and unaffordable, the US was probably about 4 years from average people either forcing Single Payer or turning Luigi on Insurance Company executives, Lobbyists, and potentially politicians who were calling Medicare and Public Health initiatives either the slippery slope to Communism or Ponzi Schemes.
It's all about making sure "those people and the other parasitic losers" who can't afford to pay premium for wealthy doctors and expensive research clinics just "go away" and die somewhere out of sight
