Was being stolen internally and used for yachts and houses. He can’t trust his own inner circle. This is why every decade they clean house and remove upper generals deemed untrustworthy. Same thing will happen to Iran. The Shaw can’t trust his own inner circle. They are riddled with outside spies. Same in Venezuela.
