I'm going to be optimistic and suggest it is unregulated capitalism, or underregulated capitalism, "free markets" and "freedom".

Also, unregulated money in politics. Think supreme court decisions like Citizens United and money equals speech.

And people like Putin recognizing that capitalism is fraught with greed and greedy profiteers who they can corrupt and compromise.

And of course there are the marketing professionals from the world of profiteering who can sell ideas like free markets are good, small government is good, WOKE and DEI are bad, family values as a slogan, immigrants are criminals. All they have to do is sound religious and repeat them over and over.
