Things related to the 2025-26 file releases would logically not be part of the 2019 Guardian story you linked (which I did read but didn't see such strong accusations in, though it was a good read so thanks for that
) so just wondering how I can look up the docs in the file release that describe the things in the above excerpt from your OP? Did you copy that in from a different article, if so would you mind linking to that as well? Much obliged
