Deterrent has been ineffective in this case, and should be reiterated up-and-down the chain of command.
SOMETHING must be done to prevent a recurrence of this calamity.
Wise people used to neutralize the bloodlines, but that would be extreme for anybody but them. (Left to their own devices, they will certainly get there.)
That is how "retribution" used to work, back when Barbarity was Great.

In fact, I'm hoping nothing Untoward happens to him and he passes naturally, finally learning Humility and Empathy for the victims of his narcissistic deplorability.
