Is the mundane, most likely thing plausible? Sure. It is, in fact, as noted, the most likely explanation in a mundane fashion.

But there is no reason to believe such on the say so of the fucking LAPD. That is what their record hath wrought.

And there need not be any conspiracy; not when laziness, bias, incompetence, and unprofessionalism will do.

It would be nice is the people "solving" this crime were trustworthy. Alas, they are not, much to everyone's loss. We will have to muddle through.
