It sounds like it's a largely immigrant congegation. I wonder then at the intersection between their identity as immigrants and the anti-vaccine bias--assuming that's what's happening here. Is it then an actual anti-vaccine issue, or rather an inability to plug into needed health services because of a language/ethnicity barrier? If it's the latter, then I'd tbink the problem comes from the state public health people not doing sufficient outreach to this community.

Whatever the case, I hope they get this under control before it gets worse, and that anyine else in that congregation not vaccinated will get the shots, and soon.
