any of the following:

to discard something (e.g., abandon)
to disregard (e.g., an order)
to stop or cease (e.g., an action)

It does not mean literally "kill" or "assassinate." I think there was one DUer implying that - but I have never heard it used in that sense.
I have never understood it to be construed as a threat to a life.

Like demented dogs, republicans like to snap at their own farts.
