It will always shade toward red or blue. Pure black, in fabrics is nearly impossible to achieve. I still see black, on the bluer, rather than red end of the spectrum, but still black. If you're going by comparisons, compare the arm of his suit to the color of the black outfit on the person whose arm he is touching.

But regardless of his suit color, his tie is clearly blue, and it is supposed to be black, as well.
