But that just means they need to have a vote on cloture. It doesn't mean they can't have a vote, just that a senator has indicated a 'no' vote when a vote by unanimous consent is taken. One 'no' = measure fails. Hence the cloture vote.

Tuberville put a hold on something like 1200 nominations. Holding a cloture vote for all 1200 would take forever.

Putting a hold on one or two nominations just means the senator would delay things for a day or two, or maybe even just a few hours.
