had an expiration clause written into it. I suppose an administration who didn't care about the rule of law could bulldoze it in, but it's not clear that the courts would uphold it. There's also the question of whether states are able to rescind ratification - I hope they can't, what with the calls for abolishing parts of the 14th amendment.
