Old hardware, and old tactics aren't able to adjust to the new look of war; one in which you don't have to have expensive hardware to do heavy, widespread damage to entrenched positions.
If it's stationary or slow, it's gonna go boom.
Hundred thousand dollar weapons that can be produced in large numbers can destroy hundred million dollar weapons of old style technology, or vital infrastructure in a very short time.
And they don't need big bases to launch their attacks from, so they are easily defended.

We're learning that lesson in Iran, just as the Russians have in Ukraine. And now other groups are following suit.
