Putin will use this attack to shore up his big lies that Ukraine attacked Russia & that Russia is a victim. But he also knows that Russians themselves have gotten enough outside world information by now to confirm what they've distrusted about their oppressive government all along -- that Putin & Kremlin have lied to them. If this becomes a war of attrition, militaries (especially ours) know that the side with higher morale will win.

Putin needs to experience a serious attack while he plays negotiation theater games.
