Seems the worst of it is coming from Colorado.
It does not surprise me one bit.
I remember those days of paraquat pot from Mexico.
I'd guess most of it is coming from sources that aren't selling it under state law ordinances, perhaps it is illegal grows. 
Still the same, I do find it worrisome.
