Inexact quote but i think it gives the sense of what he is getting at,
" suffering theology can only be understood in the context of those who are suffering. Therefore, the only ones who can do suffering theology are those in that situation"

He's a theologian from Brazil. Wrote Pedagogy of the Oppressed.
It's worth a read.
