He doesn't want people to see what's going on during the inauguration?

When I think about what Rosie said, this (inauguration tomorrow) may very well be the moment when we learn what's really going on/gone on.
In my corporate career, before I became a teacher, I handled marketing communication for around four different Fortune 100 corporations in my various jobs. It was usually a team of four or five other people with comm backgrounds. Being in NY, I was able to work with some of the best; PR companies like Howard Rubenstein, for example.
Included in marketing communication is what's known as crisis communication. Crisis communication for a corporation is when your product has a defect that affects a substantial # of people, and other types of situations. I handled some major crises. At that point the comm team is asked to stay at the office, almost 24/7. They bring in meals and you work with the team to handle whatever comes up. This can go on for days. You have to be able to respond to the media on a moment's notice, but always within context of what the team has decided the message should be.
From way back, I have observed this "election" is a communications-managed situation. It has all the hallmarks of a professional handling it (from the Dem side). Not from the republican side. Because trump cannot be handled, it is easy to tell what's going on over there. Last night, for example, trump put out a post that said Nate Silver had him polling ahead of Kamala 65-35. Never mind that it never happened and that Silver abandoned his model on Nov. 6 of last year. Never mind that supposedly the election is over. Why would he do this?
I can't say what his motivation is, but it seems clear that he is concerned about not really having won the election.
