4. Rust Mort if you plan on priming and painting.

restorers use this and product like POR-15 and Eastwood products. I've used both on my old cars.
Rustoleum also makes a rust converter, I used it on an old rusty snowblower and then painted it actually held up quite well. I ground down all the scale first before applying it.
