1. Is Picking One's School Normal?

It's not around here. The city to our north (about 150,000 people, & my wife and I grew up there) has very hard lines.
Kids who went to the same junior high & whose backyards meet could go to different high schools. Except of course the 2 private schools.
They don't get to choose which school.
As I understand it, Chicago allows applications for different schools but it seems like a lottery system, not open choice.
Is this typical in your state?
