The Masters is a private invitational
The U.S. Open is run by the USGA
The British Open is run by the R&A
The PGA Tournament is run by the Professional Golfers of America.....the association of teaching professionals.

The PGA Tour does not control or decide who plays in any of them. That is controlled by wins and ranking.

All LIV Tour members can play in any major they qualify for.
