Although no shots of the Iranian vessel as far as I can tell. This tells us there doesn’t seem to be a ban on ships carrying munitions.

Just as a practical matter, unloading weapons from a naval ship is a major undertaking which presents its own set of problems. Naval ships have been making port visits fully armed since time immemorial so until we hear official confirmation from the Indian Navy that participants in the exercise were indeed unarmed, any claims to the contrary need to be taken with a grain of salt.

I’ll freely admit I may be wrong, but I have been following military matters for decades and I have never heard of a naval vessel unloading for an exercise.
