I expect US to use the military to keep regimes friendly to US in power. Brazil's Bolsonaro comes to mind.

In related news, China will mine Helium-3 from the Moon long before we get there. Helium-3 is a clean source of energy. Rare on Earth, but abundant on the Moon and Jupiter.

Unlike the Cold War, the next race to the Moon will be motivated by profit.
