If you look online, you will find that the VA can indeed control veteran finances as far as pay and benefits owed for military service. Here is a link to the search page that has the VA document describing how this is done:

As part of this, they must first declare the veteran to be mentally incompetent. Once this is done, they then report this information to the FBI , which adds this to the database used to run background checks under the "Mentally Defective" category. Go to this link and read for yourself:

Once this has been done, then the veteran will most likely fail a background check. Depending upon where the veteran lives, it could also trigger a confiscation of any firearms he already has.

So there it is. It exists, but not for general finances. It doesn't automatically trigger loss of second amendment rights, but it can certainly lead to that.
