My personal opinion: Many criminals buy a gun from another criminal. There's no BGC, no FFL involved and no registration or other information recorded. Obviously this is a problem. In the eyes of the anti-RKBA folk, anything that involves a gun ought to be fair game for restriction but if that action mirrors an action of many criminals, it ought to be double secret illegal like a private party sale.
