1. Good question. Texas allows name changes, but not as a way to end-run debts...

Obligations and adjudicated restrictions. I think a way of forwarding name-changes to the NICS system, showing the old name and attendant restrictions (if any), should be a part of BG checks. But I don't think this should be part of an "FBI file" unless the felony is federal.
