Charging based on license plate is apparently a method used according to the article that explains how a woman's daughter scanned items and went out to car that was licensed to her mother. Walmart used the license tag to accuse the mother who wasn't even there of shoplifting. Apparently in these cases the employee just guesses how much the merchandise was worth and has no proof whatsoever.
