1. If the barking really annoys you, report your neighbor to animal control.

In most municipalities, it is illegal to leave a pet tied up outside. It's a very cruel thing to do to a dog, in my opinion.

Of course, you might be opening yourself up to a fight with your neighbor if they find out who reported them. You might be able to do it anonymously.
