Is there something about TN ?? Some law, tradition, or something else that encourages this sort of thing ??

The Humane Society and Barn Cat Rescue (cheap spay/neuter & vax, run by a private vet) in Jackson, TN were both overwhelmed when I visited to find homes for ferals. If anyone is looking for a rescue kitty, check them out ! Also -- Rabies Control starts euthanising cats if they cages get filled up.
