It's mostly legit, but the fact that you've been prevented from seeing your daughter and that you have never met or spoken with the guardian is a bit worrisome, because there have been a lot of documented abuses of guardianships. Court-appointed but basically unregulated professional guardians sometimes take advantage of their position to siphon funds, either the ward's own or their government befits, for themselves.
