Your doctor answers to someone, be it the owner, the founder, or the press. Use them. Write to the medical board for your area. Tell them that your complaints are falling on deaf ears because you are not rich enough to warrant any attention from them. Tell them that you feel you should contact the state agencies that apply to this situation and that you are also thinking about a federal complaint as well. Sure, they might not care in a legal sense, but today's number one threat is the social media piranha pool. Remind them that any and all complaints of an official nature are public and can be requested by anyone. And, that you are a very thorough writer.
I know this sounds silly, but I have found that the threat of the piranha pool can sometimes be useful.
