Uganda is involved in conflicts in DR Congo, but as this paper says, these are "ambiguous actions": https://egmontinstitute.be/understanding-ugandas-ambiguous-actions-in-eastern-drc-military-interventions-to-protect-roads-and-trade/

But the military crackdown on Ugandan media just seems to be to consolidate the family's authoritarian control over the country.
