2. I like the concept of a bike "freeway"...

In Austin, Tx -- allegedly bike-friendly -- car traffic is horrendous. Yet, there are greenbelts along RR tracks & creeks which could accomodate good, cheap, all-weather bike ways. I think cheap, pre-fab "Els" could be retro-fitted along & above existing highways at a fraction of the cost for overpasses. Some of these proposals have been made for over 20 yrs, but signs & a bucket of paint are what you usually get.
