There was a fully funded plan to increase above ground LRT, but the suburbanites wanted an over priced subway instead so they didn't have to dodge streetcar tracks or get stuck behind them. Now it looks like they've gotten their way, but they're screaming blue murder that their taxes must go up to pay for it.
