I'd support federal funding for this.

In another E&E thread, For 9th Straight Year, AL Power Plant Claims Crown As America's Carbon Dioxide Champion - No Shutdown Plans In Sight, hatrack brings to our attention the coal fired James H. Miller Jr. Electric Generating Plant.

The same crew that built the new Vogtle power reactors could build a replacement power plant here for less cost than some much ballyhooed hybrid natural gas / wind schemes of lesser capacity.

SMRs will be useful for some things beyond powering the world domination schemes (and secret lairs) of bald headed billionaires, but otherwise big problems will require big solutions.
