The knowledge sector fattened on this surge. Oregon Congresswoman Edith Green, then the ranking Democratic on the House Education and Labor Committee, coined the term "Education-Poverty Industrial Complex" to describe the way in which firms and individuals were reaping huge profits from government-research and social-program spending. In the 1920s and 1930s, historian Charles Beard argued, with some success, that conservative Supreme Court decisions were deifying a Constitution based on the economic self-interest of the Founding Fathers. The evidence furnished by Mrs. Green and others supports a kindred economic interpretation of the liberal interest group's commitment to eliminating the housing, educational, and other roots of unequal opportunity.
