"support and maintenance" of state government, so by their very authority (referendums) -- and because the referendum process is enshrined in the AZ Constitution -- the judges have amended the AZ Constitution via this ruling.

Hey AZ SC: name one act the AZ government performs that is not for the "support and maintenance" of the state of AZ!

The Rs in this state have wanted and worked for this ruling for decades. They hate the right that AZ citizens have to the referendum process to address their grievances.
