5. For a well-run site, 403's are almost always temporary hiccups.

Non-techies may be astounded by the different devices, internet "hops", and software (thousands of lines of it) that a simple request traverses. Any glitch in any piece of software, or any router or other device can slow or stop your request until it's fixed.

I just found 12 hops to DU from my computer.
Interestingly, www.democraticunderground.com turned out to be
www.democraticunderground.com.cdn.cloudflare.net
So cloudflare is in the mix, as well, and cloudflare is a complete mystery to me.

And there are more hops inside cloudflare and from cloudflare to the DU servers.
Any caching server (cdn means content delivery network) is subject to invalid cached content as pages change behind it. So is the cache in your browser, which is why people say to clear caches.
