How get rid of popup (task? menu?) when scrolling? Very annoying - UPDATE: Fixed thnx LEBOWSKI [View all]

That popup blocks the down scrolling arrow. I put in some research time before asking here, went to System/Notifications&SomethingorOther and unchecked "Microsoft Tips" and that isn't it. It's the white box, bottom right:
