Stretching this topic to smart phones - question about Pixel 3XL phone and Android 10 update [View all]

Wondering if anyone here knows about starting Android phones in Safe Mode (not sure if it is particular to Pixel phones, or all Android phones) - and in safe mode, can calls be made and received? Since the Android 10 update, I am having issues with a much more quickly draining battery, and an issue receiving phone calls (my phone often doesn't ring when being called - but I get the notice the call was made in the top menu after the caller hangs up).
