This guy is poised to work his way up the Texas Republican Party ladder. Slots on the Texas Railroad Commission are places where ambitious politicos groom themselves (or get groomed) for higher state or state-wide offices, like Attorney General, Governor, Lieutenant Governor, US Senator. This guy’s all too likely to be around for a long time.
