The 30 day requirement is how long you need to be a resident of the location where you vote.

From the actual PA Voter Registration page:

When is the deadline to register?
The deadline to register to vote in the general elections is October 21, 2024.

Voting in Pennsylvania
Important Deadlines For The 2024 General Election:

October 21, 2024 Last day to register to vote.
October 29, 2024 Deadline to request a mail-in or absentee ballot.
October 21, 2024 Suggested last day to request your mail ballot.
Tuesday, November 5, 2024 Deadline to return your mail ballot. It must be received by your county by 8 p.m.
Tuesday, November 5, 2024 Election Day
