1. I'm surprised Congress hasn't looked at doing this too

On a National level to generate more revenues, and legalize it completely. It would also generate a lots of jobs also, when they'll be needed the most now. The economic downturn will bankrupt this country if they don't make needed changes now like raising the top 5% tax rate up at least 5-10% ASAP, before it gets much worse. What they will have to spend getting this economy working again will take many , many changes to catch back up, and the longer they wait , the longer it'll be before its safe.
